4.4.2_r1 and and 4.4.2_r2 were separate forks from 4.4.1_r1, the changes from 4.4.2_r1 to 4.4.2_r2 removed the common commits.
The _r1 and _r2 branches of Android were forked at an untagged release (JWR64), and so a changelog from _r1 to _r2 is not available. _r3 was created as a separate branch from _r1 and _r2, but they shared many commits, so a changelog was created even though _r2 isn't an ancestor of _r3 in the Google AOSP Git repository.
